The small red button is a 16 A circuit breaker that trips when a connected device causes a short circuit or the power strip is operated at the load limit for a long time.
If it has tripped, the power strip is without power. Press the button to reset the circuit breaker and make the power strip operational again.
This is similar to the function of fuses in the fuse box of your apartment/house.
